Powell says U.S. leading effort on AIDS Washington Post Secretary of State Colin L. Powell today defended the Bush administration's efforts to combat AIDS, one day after a top U.N. AIDS official denounced as a "grotesque obscenity" the disparity between what is being spent on the U.S.-led war on terrorism and the money devoted to halting AIDS in Africa. Powell addressed the U.N. General Assembly as the World Health Organization, a U.N. agency, and declared that the AIDS pandemic warranted a "global health emergency" effort designed to sharply reduce the number of people being infected by the virus and increase the number of people receiving potent antiviral drugs.
