U.S. president signs $15 billion global bill on AIDS Boston Globe President Bush said the $15 billion global AIDS bill he signed yesterday is the ''moral duty'' of the United States to act against a disease that has killed more than 20 million people worldwide. If fully implemented, the legislation is supposed to prevent 7 million infections, care for 10 million HIV-infected people and AIDS orphans, and provide antiretroviral therapy for 2 million.
